Syria sends memorandums to UN on Syrian captive at Israeli prison

DAMASCUS, (SANA)-Foreign Ministry on Wednesday sent memorandums to the UN Secretary General, UN General Assembly Chairwoman, UN Security Council Chief and member states and to the Human Right High commission on the deteriorating health situation of Syrian captive Sitan Nimr al-Wali at Israeli prisons.

The Syrian captive is from the occupied Syrian Golan. He is detained in a solitary confinement in the Israeli desert prison of Nafha.

"UN and human right officials must interfere to compel Israel to provide medical care, send specialist doctors to examine the health condition of the Syrian captive and release him along with his fellows of Syrian detainees who have been arrested for more twenty years", the memos said.

The memorandums added that the arbitrary arrest and the inhuman situation in dealing with the captives led to the health deterioration of the Syrian captive Hael Abu Zeid who died in 2005.

Friends and colleagues in Arab and international organizations, Israel has been occupying the Golan Heights including Banias Lake, Al Hameh Hot Springs Majdal Shams, Ain Qinya, Al Ghajar, Baqa'ata and Masa'ada and the surrounding villages since 1967.

There are about 17,000 Syrian citizen still living in the Israeli-occupied Heights, and more than 480,000 evacuees living in camps around the major cities in Syria since 1967.

On 14 of December 1981, the Israeli Knesset ratified a decision taken by the Israeli government to annex the occupied Golan Heights to Israel and imposed Israeli laws on the Golan. Such occupation and annexation are against international laws and were denounced by the
international community (please see Security Council decision 242 and 338).

The Syrian who remained in their villages in the Golan Heights have been suffering from harsh and repressive occupation and annexation policies. These policies include and not limited to: detention without trial (administrative detention), restrictions on the freedom of travel and free communications as well the forcing of Israeli identification cards on the Syrian citizens in an attempt to erase their Arabic identity.

There are a considerable number of Syrian prisoners in Israeli jails as a result of their resistance to the occupation and the annexation decision. Most of these conscience prisoners have been jailed for many long years and some of them suffer from severely bad health conditions due to the unhealthy environment in Israeli jails.

The Damascus Center for Theoretical Civil Rights Studies and the Arab Commission for Human Rights (ACHR) call for establishing an Arab and international committee as a prelude to a campaign for the immediate release of Syrian prisoners in Israeli jails.

The Golan Heights Detainees Committee issued a press release documenting the harsh living conditions that the Syrian Detainees from the Golan Heights are facing in Israeli detention facilities.

The Committee stated that the detainees are deprived of their basic rights and that many of them are confined to solitary while being barred from their visitation rights.

The Committee stated that detainee Seetan Nimir Al Waly is suffering from several health complications while the prison administration is depriving him of his basic rights of medical treatment.

The parents of Al Waly stated that they visited him in Nafha detention camp, in the Negev, and that they demanded the Israeli authorities to allow specialized physicians to examine their son.

The family stated that every detainee is entitled to receive the needed medical care and attention, and appealed human rights groups to practice pressure on the Israeli authorities in order to allow the detainees to receive the needed medical attention.

Detainee Al Waly was born in Majdal Shams, in 1966, is of the activists who formed the Secret Syrian Resistance Movement in the Golan Heights. He was arrested on August 23, 1985 along with other members of the group and was sentenced to 27 consecutive years.

He is suffering from several diseases including diseases in his stomach, bones, back and joints.
